UNIT OF MEASUREMENT & ANALYSIS

Percentage of people

INDICATOR DEFINITION

The strategic outcome 2 of WFP’s Strategic Plan 2026-2029 prioritizes reducing humanitarian needs and consolidating its resilience programming in locations exposed to protracted food insecurity.

“WFP's resilience work will focus on geographic areas and communities that experience protracted or recurrent acute food insecurity, prioritizing people whose food security and nutrition are most impacted by shocks, including women, girls, children, older people, persons with disabilities and Indigenous people”[1].

This indicator uses the baseline figure of the Humanitarian Food Assistance Needs (HFA) indicator to measure the percentage of individuals facing acute food insecurity (IPC3+) targeted in SO2 activities. This assumes that geographic targeting principles have been applied to ensure interventions are focused on areas with persistent food insecurity.

MANDATORY COUNTRY-LEVEL INDICATORS & INCLUSION CRITERIA FOR APR AGGREGATION

Mandatory Country level Indicator(s) composing the corporate indicator:

Inclusion criteria for Mandatory Country Level Indicator(s):

The mandatory country level indicator is included in the aggregation of the corporate indicator under SO.2 only if all the following conditions are met:

  • Indicator has a baseline and follow-up values including details of their sample size and sampling frame for the baseline.

  • The percentage of people in need of humanitarian assistance baselines is greater than zero.

  • Baselines are collected before the targeted groups are assisted by WFP activities (baseline collected within 3 months before or after the assistance was provided).

  • Baselines are collected from 2026 to 2029.

Only CO-level indicators meeting all criteria above are eligible for aggregation.

CALCULATION & AGGREGATION
METHODOLOGY

This indicator is derived from the aggregation of the country-level indicators listed above and the calculation is as follows:

For each reporting year, the percentage of people supported by WFP through resilience-building activities, who experienced recurring or protracted acute food insecurity is calculated in two steps:

  1. Calculate the number of Acute Food Insecure (AFI) people assisted in SO2 for each Country:

where:

  • HFAx is the percentage of people classified in the HFA baseline as in need of humanitarian food assistance in target group/cohort x.

  • SZx is the sampling frame of target group/cohort x.

  • Z is the total number of target groups/cohorts under SO2, assisted in country n during the reporting year, and for which there is an HFA baseline figure.

  1. Calculate the AFI percentage of SO2 activities at global level:

where:

  • AFIn is the number of people supported under SO2 who experienced recurring or protracted acute food insecurity in country n

  • SO2n is the total unique number of people assisted under SO2 activities in country n

  • N is the number of countries with direct beneficiaries of SO2 activities.

DISAGGREGATION FOR REPORTING IN APR

This corporate indicator would be disaggregated by Ro, COs, Standard Output, Sub-activity

BASELINE

New indicator. The 2026 value will be set as the baseline.

LIMITATIONS

This indicator reports on the percentage of people supported by WFP through resilience-building activities who experienced recurring or protracted acute food insecurity, based on CO-level indicators reporting on tier 1 beneficiaries and baselines of the HFA outcome indicator under SO2.

As it refers only to baseline figures of the HFA, this indicator can be used to show to what extent the targeting of SO2 activities covers people in need of humanitarian food assistance. It does not refer to the performance of climate and resilience programmes aiming to reduce humanitarian food assistance needs. Details in this regard can be found in ACRs of COs reporting on baseline and follow-up figures of the HFA indicator.
