UNIT OF MEASUREMENT & ANALYSIS | Number of countries |
INDICATOR DEFINITION | This indicator measures the number of countries that have, with WFP’s support, developed strategies to transition school meal programmes to national ownership. School health and nutrition A multi‑sectoral approach within the education system that integrates and sustains coordinated strategies, activities, and services to promote and protect the physical, emotional, and social development, health, and well‑being of students and the wider school community. Transition strategy A nationally led strategy that defines the process and steps for transitioning from externally supported school health and nutrition and/or school feeding interventions toward national ownership and management. “Transition” is used instead of “handover”, to recognize that national stakeholders have their own priorities and constraints, and as such the end result of the transition is not expected to directly replicate the externally supported programme, process or system component. A CO supported strategy is recognized as transition strategy in the sense of this CRF indicator if it corresponds to the guidance and standards established by WFP’s corporate guide “A Structured Approach to Transition”. Developed with WFP capacity strengthening support A transition strategy is considered developed if it has been jointly elaborated with national stakeholders with WFP support and has reached a finalized stage, defined as being formally submitted for government endorsement or approval. |
MANDATORY COUNTRY-LEVEL INDICATORS & INCLUSION CRITERIA FOR APR AGGREGATION | Mandatory Country level Indicator(s) composing the corporate indicator: Inclusion criteria for Mandatory Country Level Indicator(s) in APR aggregation: The mandatory country level indicator is included in the aggregation of the corporate APR indicator under SO.3 only if the following condition is met:
Only CO-level indicators meeting all criteria above are eligible for aggregation. |
CALCULATION & AGGREGATION | This indicator is calculated as follows: The aggregated global value is calculated as the sum of all country-level values reported during the reporting period. Each country contributes either a value of 1 if a transition strategy for school health and nutrition and/or school feeding, developed with WFP support, has been finalized and submitted for government endorsement or approval during the reporting period, or 0 if no such strategy exists or has not reached a finalized stage. The Corporate Level Outcome Indicator therefore represents the total number of countries that achieved this milestone during the reporting period. No weighting, averaging, or additional calculations are applied. |

BASELINE | 2025 baseline |
LIMITATIONS | This corporate level outcome indicator measures only the number of countries that have finalized and submitted a transition strategy for government endorsement or approval during the reporting period. As such, it does not capture the quality, comprehensiveness, or feasibility of implementation of the strategies developed. CSPs contribute equally to the aggregate regardless of programme scale. |
