2.2. Programme operations support

PURPOSE

The purpose of this KPI is to measure the extent to which Country Offices report sex-disaggregated data for at least 80 percent of individual level indicators

In line with the 2026–2029 WFP strategic plan (para 136), WFP commits to strengthening the availability and use of disaggregated data to enhance targeting, programme design and monitoring

By tracking the systematic use of sex-disaggregation in monitoring and reporting, the KPI supports WFP’s commitment to Leave No One Behind (LNOB) and ensures that the experiences of women and men are visible in programme results.

The KPI focuses on corporate level outcome and crosscutting indicators, based on an annually validated master list of individual-level indicators

Main Definitions:

  • Reporting: refers to internal reporting (COMET) and external reporting (ACRs or APR)

  • Individual-level indicators: refer to outcome, and cross-cutting indicators in the CRF that capture data at the level of each person, rather than at the household or group level

  • Disaggregated by sex refers to the sex of the respondent (male, female)

  • Measurements: each indicator can be reported for one or several target groups, locations, activities, and/or modalities. All measurements are included in the calculation

CALCULATION FORMULA

Results KPI =  (Number of Country Offices that report sex-disaggregated data for at least 80 percent of the individual-level indicators / Total number of Country Offices with Tier 1 beneficiaries) x 100

CALCULATION STEPS

  1. Numerator

Verify reporting on individual‑level indicators: For each eligible Country Office, confirm that the CO reported on individual‑level indicators included in the corporate master list for the reporting year

Assess sex‑disaggregated reporting: For each Country Office, assess whether at least 80 percent of the reported individual‑level indicators include sex‑disaggregated data (male/female), taking into account all measurements.

Count compliant Country Offices: Count the number of Country Offices that:

  • Report on individual‑level indicators, and

  • Report sex‑disaggregated data for at least 80 percent of those indicators

  1. Denominator

Identify eligible Country Offices: Determine the total number of Country Offices expected to report on individual‑level indicators (i.e. COs with Tier 1 beneficiaries)

  1. Apply the formula

Divide the numerator by the denominator and multiply by 100 to obtain the KPI value

Internal via COMET (mandatory). External via ACRs and/or APRs (optional).

ASSUMPTIONS

  • Individual level indicators are clearly defined and standardized - A validated master list of individual level indicators exists at the start of each reporting year, and all Country Offices apply common corporate definitions on what requires sex-disaggregation

  • Data quality and completeness are sufficient for reporting - It is assumed that Country Offices collect, validate, and enter complete and reliable individual level data into COMET and other reporting platforms

  • Sex-disaggregation is feasible across contexts and modalities - The operational environment allows for disaggregated data collection (e.g., access to respondents, appropriate tools, culturally feasible data collection approaches)

  • Corporate reporting systems support sex disaggregation - Platforms such as COMET and related dashboards are assumed to provide the required fields and functionalities to record, manage, and extract sex disaggregated data consistently

LIMITATIONS

  • Covers only internal reporting through COMET - The KPI reflects sex-disaggregated data reported by Country Offices in COMET and does not capture WFP’s external reporting (e.g., ACRs, APRs). This limitation is linked to current global reporting constraints and varying Country Office capacities

  • Excludes external reporting systems until capacities improve - Due to limited resources and incomplete integration of reporting systems, sex-disaggregation performance in external reports cannot yet be analysed. As capacities strengthen, expanding the KPI to include ACRs and APRs is recommended
