APPLICABILITY

This indicator is applicable at CSP level.

It is applicable to all CSPs and all types of sub-activities that had active Field Level Agreements (FLAs) or Agreements with Governments involving financial transactions during the reporting year.

DEFINITION

This indicator measures the proportion of WFP’s operational funding that is awarded to local partners—specifically, national cooperating partners such as local NGOs, Red Cross and Red Crescent societies, Community-based organization (CBOs) and host governments—including through Field Level Agreements (FLAs) and similar contractual frameworks. It reflects WFP’s efforts to advance localization by tracking the share of resources directly managed by local actors, in line with commitments under the Grand Bargain.

Below are some key terminologies for this indicator:

International NGOs (INGOs): Non-governmental organizations that operate in multiple countries and typically have an international governance structure.

Local NGOs: Non-governmental organizations that are legally registered and operate primarily within a single country.

Community-based organizations (CBOs): Grassroots organizations formed and managed by members of a specific community to address local needs.

Host Governments: A host government entity is a national or sub-national government body in a country where humanitarian operations take place, which provides support to humanitarian organizations.

RATIONALE

In line with WFP’s Grand Bargain commitments and the WFP Localization Policy, this indicator measures WFP’s investments in local actors, reflecting the organization’s commitment to strengthening locally led responses and enhancing the effectiveness, sustainability, and accountability of humanitarian action.

This indicator is calculated using the following steps:

For the purpose of this calculation, the following definitions apply:

x = Actual expenditures under FLAs and Agreements with Governments paid to National Cooperating Partners (Local NGOs + CBOs) + Host Governments)

X= Actual expenditures under FLAs and Agreements with Governments paid to all Cooperating Partners (INGOs + Local NGOs + CBOs + Host Governments + UN Agencies)

This indicator measures the percentage of total cooperating partner expenditures that go specifically to national partners.

DATA ENTRY AND DISAGGREGATION IN CORPORATE SYSTEMS

Data is entered at CSP level.

Values are recorded in the logframe.

Data is entered as follows for follow-up values:

Numerator: Total actual expenditures paid only to national cooperating partners (which include Local NGOs, National Societies of the Red Cross/Red Crescent, CBOs, Host Governments).

Denominator: Total actual expenditures paid to all cooperating partners (which include International NGOs (INGOs), ICRC, IFRC, Local NGOs, National Societies of the Red Cross/Red Crescent, CBOs, Host Governments, UN Agencies).

Baselines and targets are entered as an overall percentage.

BASELINE

A CSP will have one baseline value only.

New CSP/CSP activities: first data collected will serve as a baseline. Please use the “no data” function and its “not applicable” sub-function to report the follow-up value for the first reporting years.

For continuing CSP: 2026-2027

Ongoing CSP/CSP activities: i.e. for ongoing CSPs reporting on this indicator for the first time in 2026 or 2027, please use last year value extracted from WINGS as a follow-up (to retrieve from WINGS FPs).

INTERPRETATION

An increase in this indicator reflects a higher proportion of WFP’s operational funding being channelled to national cooperating partners—signalling strengthened localization, greater investment in nationally led delivery, and alignment with corporate commitments. A decrease indicates a relative shift toward international or multilateral partners, which may be due to contextual factors such as access constraints, partner capacity, risk considerations, or programmatic needs. Interpretation should therefore consider operational context, partner availability, and risk‑informed decision‑making to distinguish whether changes in the indicator reflect strategic choices, capacity limitations, or external conditions.

LIMITATIONS


The indicator captures only expenditures made through FLAs and Agreements with Governments and therefore reflects funding flows solely for cooperating partners engaged through these mechanisms. It does not account for other forms of support to local actors, such as capacity‑strengthening activities or indirect funding channels. Results may also vary depending on country contexts, partnership models, and the presence or absence of eligible national partners, which can influence the share of expenditures attributed to local entities.
