INDICATOR DEFINITION

This indicator describes the share of WFP-distributed food that is purchased from regional and local suppliers and smallholder farmers within countries where WFP operates. This indicator is applicable to all WFP programmes that want to quantify the proportion of food procured within the same country or region, and report, where relevant, any sourcing from small holder farmers.

International procurement refers to food purchased from outside the WFP geographical region in which it is to be used, including countries that do not fall within any WFP geographical region.

Local and regional procurement refer to the purchase of food in a country, for use in the same (local procurement) or in another country in the same WFP geographical region (regional procurement).

Pro-smallholder farmer procurement refers to a deliberate strategy or approach followed by a public or private sector buyer procuring from smallholder farmers with the objective of improving the farmers’ access to formal markets. It can be carried out at all levels – international, regional and local. As per WFP’s Local and Regional Food Procurement (LRFP) Policy, pro-smallholder farmer procurement can be done through:

  • Direct contract modalities with smallholder farmers groups directly.

  • Indirect contract modalities with local suppliers. The contracts shall specify the percentage of food which should be sourced from smallholder farmers locally grown the requested commodities in the same country.

MANDATORY COUNTRY-LEVEL INDICATORS & INCLUSION CRITERIA FOR APR AGGREGATION

This indicator is not informed by a country-level indicator.

The data informing this indicator is retrieved from a corporate dashboard.

CALCULATION & AGGREGATION
METHODOLOGY

This indicator is derived from the aggregation of the country-level values available in the dashboard.

This indicator has a numeric value. Each Country Office calculates the value of food procured from local and regional markets. The percentage is then derived from locally & regionally procured food vs overall procured food.

Similarly, CO calculates how much it has procured from smallholder farmers. This will, however, be done only in those COs where SHF procurement takes place and is reported as such in WINGS. The value of food procured from SHF is included in the food procured from local markets as mentioned above.

The indicator is then calculated as the proportion of food purchased (MT) out of the total. This proportion is expressed as a percentage.

DISAGGREGATION FOR REPORTING IN APR

This indicator is recommended to be disaggregated by:

  • Percentage of food procured locally, which originates from smallholder farmers

  • Percentage of food procured locally (Food bought by WFP from local suppliers which should be grown/produced by local farmers in the same country or imported)

  • Percentage of food procured regionally (Food bought by WFP from suppliers in the same WFP geographical region)

BASELINE

In 2024, approximately, 59% of food in volume and 68% in value was procured by WFP from local & regional markets as compared to overall food procured, and about 4% of those foods originated from small holder farmers.

Corporate target: to source minimum of 10% of all WFP food purchases from smallholder farmers.

LIMITATIONS

Below are some of the limitations for aggregated figures.

  • Based on WFP processes and systems, locally procured food is considered when food is procured and intended for the same country. Imported commodities procured from local vendors or traders may also be reflected as locally procured food.

  • With regards to CBT or commodity Voucher operations, food supplied or purchased by beneficiaries from local Transfer Agents (retailers, traders, farmers, caterers etc.) are not reflected in the above indicator.

  • The terms regional and international procurement are based on WFP geographical areas determination. Thus, e.g. food procurement from Brazil intended for consumption to Peru, is considered international food procurement, considering WFP geographical areas.
