PURPOSE
The purpose of this KPI is to measure the percentage of WFP Cooperating Partners registered in the UN Partner Portal that have completed the UN Implementing Partner PSEA Capacity Assessment. The tool, integrated into the portal in May 2023, provides a common UN approach to vet partners’ PSEA capacities, identify areas for improvement, and share results across agencies to avoid duplication. Monitoring this KPI ensures compliance with the UN Protocol on Allegations of SEA, supports capacity strengthening, and contributes to safer programming and protection of affected communities
An increase in the KPI value indicates more CPs are assessed and moving toward full compliance with PSEA core standards; a decrease signals gaps in assessment coverage and potential need for capacity strengthening

CALCULATION STEPS
Compile CP List:
Prepare a list of all NGOs with which WFP signed Field Level Agreements (FLAs) during the reporting period. Only include NGOs in formal agreement with WFP.
Check UN Partner Portal (UNPP):
Log into UNPP and search for each CP by name under your country profile.
Access PSEA Module:
Open the CP’s profile, click the PSEA tab, and review the PSEA module to confirm if the CP has been assessed
Verify Assessment Status:
An assessed CP is one that has been evaluated against the 8 PSEA core standards and given a preliminary capacity rating by any UN agency
Record in Tracking Sheet:
If assessed: Record the date, assessing agency, and capacity rating.
If not assessed: Mark “No” under previous assessment

Reliable Data and Consistent Definitions: All WFP Cooperating Partners (CPs) with signed FLAs are correctly listed, registered in UNPP, and assessed using the UN IP PSEA Capacity Assessment tool, applying the agreed definition of “assessed” (evaluation against 8 core standards with a preliminary rating)
The UN PSEA policy framework, including the 2018 UN Protocol on Allegations of SEA and related standards, remains in force and consistently applied across agencies, ensuring that the UN IP PSEA Capacity Assessment tool is recognized as the common mechanism for partner vetting and capacity strengthening
LIMITATIONS
Changing Denominator: The number of WFP contracted CPs fluctuates throughout the reporting period due to varying partnership cycles and context
Transition to Online Assessments: Country offices are shifting from offline PSEA assessments to the UNPP PSEA module, so online data may not fully represent all assessments completed
Interagency Coordination Gaps: Lack of harmonized implementation among UN agencies could lead to incomplete or delayed assessments, reducing comparability and reliability of data
