Centralized and decentralized evaluation action closure rate: Percentage of centralized and decentralized evaluations actions closed during the reporting period.

1.2 Management oversight and compliance

PURPOSE

The purpose of this KPI is to measure the extent to which evaluation recommendations are implemented through their corresponding actions within the agreed timelines during the reporting year. It provides an indication of how effectively WFP responds to evaluation findings to improve programme performance, accountability, and organizational learning. By tracking this KPI over time, WFP can assess progress against agreed commitments, strengthen evidence-based decision-making, and identify any systemic or contextual factors that may influence implementation

CALCULATION FORMULA

Result KPI = (Total evaluation actions closed during the reporting year)/(Total evaluation actions due in the reporting year) X100

Where: ”Evaluation actions” includes centralized and decentralized evaluation actions

CALCULATION STEPS

1. Download data from Corporate Governance, Risk, and Compliance Tracking Tool (R2).

2. Use the data downloaded:

  • To identify all evaluation actions with target dates falling within the reporting year

  • To count the actions due in the reporting year and closed within the same reporting year

3. Apply the formula

  • All centralized and decentralized evaluation actions are recorded in R2

  • Accurate and complete dataflow from R2 to DOTS

LIMITATIONS

  • Does not include actions that became due in previous years and remain overdue, and therefore the numerical rate reflects performance against commitments within the current reporting year only. This may understate historical implementation gaps

  • To mitigate this limitation, WFP will continue to monitor and follow up on overdue actions through its regular tracking and periodic reporting

  • Resource constraints may affect the achievements of the defined targets
