DEFINITION | This indicator measures the number CBE (community-based education) centres are reached under WFP school-based programmes. Below are some key terminologies for this indicator: Community Based Education (CBE) ‑Based Education (CBE) CBE (Community Based Education) is an alternative education system designed to bring learning opportunities directly into communities, particularly in areas where access to public schools is limited. CBE has the following two components;
Compared to public schools, CBE models are more flexible and community managed, intentionally designed to address barriers such as distance, insecurity, and gender related restrictions that prevent children from attending formal schools. Each CBE site, whether a CBS or an ALC, consists of a single classroom accommodating up to 35 students and is therefore recorded individually, unlike public (institutional) schools that typically have multiple classrooms and may operate in as many as three shifts, serving between 100 and 500 learners. After three years of operation, CBE classes are transitioned and formally integrated into nearby public “Hub Schools” to ensure continuity of learning within the formal education system. |
RATIONALE | The number of Community Based Education (CBE) locations assisted by WFP is a fundamental measure of the level of support provided to community -based education centers. It enables WFP to assess its operations and determine whether the planned number of locations are reached, and resources are being utilized optimally. |
DATA SOURCE | Data on this indicator can be extracted from partner progress reports. When partners are responsible for data collection, reporting intervals and formats should be included in all Field-Level Agreements, memoranda of understanding and other partnership agreements. |
INDICATOR CALCULATION FOR REPORTING | This indicator is calculated through a simple count of the number of actual community-based education institutions delivering service to WFP beneficiaries. Number of community-based education (CBE) reached through school-based programming = X Where: X = sum of all community-based education (CBE) that implement WFP school-based programmes every month. |

INTERPRETATION | Depending on the primary and secondary objectives of the school feeding activity, the indicator should provide a good understanding of the school’s own school feeding management at the school sites over the duration of the programme. |

LIMITATIONS | CBEs operate throughout the year; however, continuation during the winter break depends on donor funding availability. If funding is limited, CBEs may pause in alignment with public school schedules. Operating during the winter break also incurs additional costs, particularly for heating. If they continue, WFP will also continue provision of snacks during the winter season. |
