UNIT OF MEASUREMENT & ANALYSIS | Depending on the item under consideration, the quantity, value and capacity are measured with the following units of measurement:

DEFINITION | This indicator measures the quantity, value and capacity of non-food items that supported beneficiaries gained access to thanks to WFP facilitation work. Below are some key terminologies for this indicator: Quantity: Number or kg, depending on the item under consideration. Value: USD monetary value. Capacity: Maximum total capacity of the item, intended as the capacity that the item has to perform the function it is conceived for in a given timeframe (e.g. one cycle, one-hour etc). Usually, the capacity and the timeframe of the item are reported in the item’s technical specifications. For example, an improved grain shade for drying maize has the capacity to hold up to 1 mt of maize cobs for drying cycle. Please refer to this document to see examples of how technical specifications are indicated. Cycle: A cycle can be defined as the amount of time needed to complete the function the item is conceived for. For example, a "single drying cycle" is one complete process where the produce is dried from start to finish. The indicator measures the capacity of the equipment or infrastructure in terms of how much produce it can handle during one complete operation (one cycle). For some items one cycle is equivalent to one hour. Non-food items (NFIs): Any object – other than food or cash provided for food assistance – distributed in the framework of capacity strengthening activities. For which WFP facilitated access: WFP can play multiple roles to facilitate beneficiaries’ access to the NFIs. Following procurement procedures, WFP can provide directly the items to the beneficiaries, as a form of in-kind support. In some cases, subsidy schemes are implemented, ensuring beneficiaries’ contribution to a given percentage of the value of the item. WFP can provide cash or CBT to beneficiaries for them to purchase the items autonomously. WFP can transfer funds to cooperating partners, who, as part of Field Level Agreements, are appointed to purchase and provide the items to the beneficiaries. WFP can facilitate connections with suppliers, for example by promoting input fairs, connecting farmers organizations with private input suppliers. WFP can also support inclusive access to finance and financial literacy so beneficiaries can purchase the NFI they need to improve their food security and livelihood. NFIs to be reported under this indicator need to be confirmed by the distribution reports/waybills as applicable. Agricultural inputs: External resources, such as supplies or materials, machinery or devices used in agricultural production. Examples can include, but are not limited to: seeds, production and harvesting equipment, such as ploughs, planters, knapsacks, irrigation sprinklers, water pumps, reapers, mini-combine harvesters, brush harvester, portable cutter, potato digger etc. Post-harvest equipment: refers to machinery or devices used for carrying out different post-harvest operations or activities. The equipment might be different for each CO. Examples can include but are not limited to: moisture meters, metal and plastic silos, hermetic bags, tarpaulins, combine harvesters, grain threshers, grain sorters, shellers, extruders, collapsible dry cases, and sampling spears. Post-harvest infrastructure: refers to immovable physical facilities used for carrying out different postharvest operations or activities. Examples include granaries, drying hangars, warehouses, drying platforms, and charcoal evaporative coolers. Business start-up kits: tools box, small-scale equipment or inputs needed to run an income generating activity, putting in practice the skills acquired during the training. It is usually given at the end of the training phase. N.B: WFP’s Strategic Plan (2026-2029) explicitly deemphasizes activities related to production (including through the provision of input such seeds, livestock or agrochemicals) identifying these as outside WFP’s comparative advantage. In this context, WFP Country Offices should not engage in input selection and distribution. Rather, when critical to the sustainability and success of WFP’s interventions, WFP should act as a connector, working with qualified partners to ensure the smallholders have access to appropriate and quality inputs (especially seeds). | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
RATIONALE | Facilitating access to non-food items can contribute to increasing the capacity of beneficiaries to achieve programmatic objectives. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
DATA SOURCE | The quantity and value of non-food items provided can be extracted from distribution records maintained by WFP or cooperating partners. Field Level Agreements (FLAs) with cooperating partners can also include the quantity and value of the NFIs. Their distribution is confirmed by cooperating partners through completion/distribution reports and/or waybills as applicable. The capacity of the item is reported in the technical specifications of the item. INDICATOR CALCULATION FOR REPORTING | The indicator values can be reported for twelve non-food items. The values (planned and actuals) are aggregated at the level of the detailed output indicator in the annual corporate report. Quantity Number of the NFI type provided by item (see next section). USD Value Obtained by multiplying the quantity of NFI type provided (recorded under “quantity category”) by its unit USD price. Capacity The item’s capacity value is calculated by multiplying the maximum total capacity of the item, as reported in the item's technical specifications, by the number of items provided (recorded under “quantity” category) during the reporting year: S = maximum capacity of the equipment TS = total number of equipment provided Maximum total capacity of equipment provided = Tot. max. S = S*TS If multiple items falling under the same item type are provided during the reporting year, COs must sum up the capacities of the multiple items provided, by maintaining comparability between items under the same item type and same unit of measurement. S2 = maximum capacity of the equipment type 2 TS2 = total number of equipment type 2 provided = 200 Total maximum capacity of the equipment type 2 provided = Tot. max. S2 = S2*TS2 T.7 item = Tot. max. S + Tot. max. S2 For the calculation of the overall capacity value, the aggregated value is the highest planned or actual value for each item. DATA ENTRY AND DISAGGREGATION IN CORPORATE SYSTEMS | Each reporting year, data is entered into the COMET Other output plan (Planned) and Completion Reports (Actuals). The indicator has a list of five detailed indicators, including one or more non-food items. As relevant, every item will be reported by three categories: quantity, value and capacity; each category is measured in the unit of measurement applicable to the item under consideration. It is mandatory to report a value for at least one detailed indicator and item if the indicator was selected in the Logframe. The applicable categories and unit of measurements are displayed in the table below. All detailed indicator values are reported in the annual country report, according to applicable aggregation rules.

PLANNED FIGURES | Planned figures should be provided for each relevant non-food item. They are estimated in the first quarter of the first year of CSP/ICSP implementation for the duration of the CSP and inserted in the COMET Other Output Plan (OOP). FREQUENCY OF DATA COLLECTION | Data should be collected at least on a monthly basis. Data on capacity should be collected only if applicable to the item under consideration. INTERPRETATION | By combining information on the quantity, USD value and capacity of the NFI, this indicator provides a full picture of the size of the support that beneficiaries receive by accessing the NFIs promoted as part of the capacity strengthening intervention.
