INDICATOR DEFINITION

This indicator measures the number of countries where WFP-assisted communities benefit from enhanced financial capacity and market access.

Below are some key terms for this indicator:

Financial capacity is intended as the ability of households to absorb shocks and stressors with their own funds or borrowed funds without major disruption. To measure this, the CRF includes (since 2023) the indicator “Investment capacity index” capturing household capacity to save, access loans and insurance payouts.

Enhanced market access is intended as the ability of smallholder farmers to reach formal and diversified market outlets with their produce. As such, enhanced market access is an indicator of improved ability of smallholder farmers to absorb shock and stressors with their own revenues and to diversify risks, avoiding major disruption. Enhanced market access is measured through the indicator “Value (USD) and volume (MT) of smallholder sales through WFP supported aggregation systems”. The indicator measures the aggregate value in USD and volume in MT of collective sales being conducted by aggregation systems1 that WFP is supporting in each country to WFP, Private sector buyers, Government institutions or schools. In many contexts where WFP operates, collective marketing is essential for smallholder farmers to access markets, as it improves farmers’ bargaining power and capacity to engage with formal buyers.

MANDATORY COUNTRY-LEVEL INDICATORS & INCLUSION CRITERIA FOR APR AGGREGATION

Mandatory Country level Indicator(s) composing the corporate indicator:

  • 35. Investment capacity index (ICI)

  • 95. Value (USD) and volume (MT) of smallholder sales through WFP-supported aggregation systems

Inclusion criteria for Mandatory Country Level Indicator(s):

The mandatory country level indicator is included in the aggregation of the corporate indicator under SO.2 only if all the following conditions are met:

  • Indicator 35 is selected against following sub-activity MAI; MMI; SLA

  • Indicator 95 is selected against SMS sub-activity

  • If indicators have baseline and follow-up values

  • If follow-up values show improvement compared to baseline

Only CO-level indicators meeting all criteria above are eligible for aggregation.

CALCULATION & AGGREGATION
METHODOLOGY

This indicator is derived from the aggregation of the country-level indicators listed above andthe calculation is as follows:

A+B-C where:

  • A= it is the sum of countries where indicator 35 shows improvement by comparing the follow-up value against the corresponding baseline values.

  • B= it is the sum of countries where indicator 95 shows improvement by comparing the follow-up value against the corresponding baseline values

  • C= overlap of COs where conditions A and B are satisfied

DISAGGREGATION FOR REPORTING IN APR

This corporate indicator would be disaggregated by CO-level Indicator.

BASELINE

Number of countries where 2024 ICI follow-up value is greater than baseline value: 12*

Number of countries where 2024 follow-up “Value of smallholder farmer sales through WFP-supported aggregation systems (USD)” is greater than baseline value: 32

Number of countries where 2024 follow-up value of “Volume of smallholder farmer sales through WFP-supported aggregation systems (MT)” is greater than baseline value: 32

A+B-C= 12+32-8= 36 COs

*This includes COs reporting on old G.5, G.6 and G.12 which were incorporated in the new ICI

LIMITATIONS

This indicator counts the number of countries where WFP-assisted communities benefit from enhanced financial capacity, disaggregated by CO-level indicators.

This indicator does not provide details in terms of the amounts and type of resources enhancing financial capacity of targeted beneficiaries. This information is available in the ACR for COs reporting on the outcome indicator 35 (ICI).

Likewise, this indicator does not provide details on the value and volume of smallholder farmer sales. This information is available in the ACR for COs reporting on the outcome indicator 95 (Value and volume of smallholder farmer sales)

[1] Aggregation systems encompass a variety of organizations to which smallholder farmers have access at local, district, and national levels. Providing market access to smallholder farmers at favorable conditions is one of the main objectives of these organizations. In addition, they are likely to provide a range of services to their members, such as facilitating access to inputs, access to credit, improved post-harvest handling, etc.
