PURPOSE
The purpose of this KPI is to measure WFP’s adherence to the requirement of United Nations System-wide Action Plan on Gender Equality and the Empowerment of Women (UN SWAP 3.0)
CALCULATION FORMULA
Result KPI = (Count of UN SWAP 3.0 Performance Indicators met or exceeded / 18) X 100
CALCULATION STEPS
Define reporting period: Confirm the timeframe for which UN SWAP 3.0 indicators are assessed (e.g., annual)
Retrieve indicator performance data: Collect results for all 18 UN SWAP 3.0 performance indicators from the official tracking system
Identify indicators met or exceeded: Check each indicator against its target and mark those that meet or exceed the required standard
Count qualifying indicators: Sum the total number of indicators marked as “met” or “exceeded”
Apply formula
Validate and document: Ensure accuracy, record assumptions, and note any exclusions or data limitations

Extract indicator results from the system or official report
Data points generation: Performance status for all 18 UN SWAP 3.0 indicators (e.g., “met”, “exceeded”, “not met”)

WFP maintains adequate staff capacity across divisions and services to coordinate and validate all inputs for the annual UN SWAP report
No major organizational disruptions (e.g., restructures, system transitions) affect WFP’s ability to report consistently
Inter‑agency guidance and expectations on UN SWAP do not shift in ways that materially change reporting requirements or indicator interpretation
LIMITATIONS
The KPI provides a binary performance outcome (met/exceeded vs. not met) and does not reflect nuance in partial progress or improvements within indicators
The KPI relies on inputs from multiple divisions, creating risk of inconsistent reporting quality if contributions are delayed or uneven
Variations in inter‑agency guidance, timelines, and expectations may influence performance classifications independently of WFP’s actual progress
The KPI depends on sustained corporate capacity for coordination and compliance; staffing or structural disruptions may affect reporting accuracy
