PURPOSE
The purpose of this KPI is to measure the USD value of agreements established between WFP and national institutions in the global South for WFP facilitated South–South and triangular cooperation (SSTC). By capturing both financial and quantifiable nonfinancial contributions from government line ministries, national agencies, research institutions and farmer organizations, this KPI demonstrates the extent of WFP’s engagement and “capillarity” within programme countries. It highlights the commitment of national partners that allocate their own resources to advance SDG2 in other countries through SSTC, while also providing visibility on diverse national contributors and helping unlock additional funding opportunities. The inclusion of nonfinancial contributions aligns WFP with the new UN voluntary framework for measuring SSTC, reinforcing WFP’s leadership in global SSTC policy discussions

USD Value of Agreements = the monetary value (financial contributions + monetized nonfinancial contributions, where applicable) of each agreement between WFP and national institutions from the global South that support WFP facilitated SSTC in the reporting year
n = total number of eligible agreements signed or active in the reporting year
CALCULATION STEPS
Identify eligible agreements: compile all agreements signed or active during the reporting year between WFP and national institutions in the global South that contribute to WFP-facilitated SSTC
Verify SSTC eligibility: confirm that each agreement directly supports SSTC activities as per corporate SSTC definitions and guidance
Extract financial contribution values: record the USD value of all financial contributions specified in each eligible agreement
Quantify non‑financial contributions (where applicable): monetize non‑financial contributions using the UN voluntary framework for measuring SSTC, applying consistent valuation methods
Calculate agreement level totals: for each agreement, add the financial value and monetized nonfinancial value to obtain the USD Value of Agreement
Aggregate across all agreements: sum the USD Value of Agreementᵢ across all n eligible agreements for the reporting year
Report final KPI value: the total aggregated USD value represents the KPI Value for the reporting year
DATA SOURCE
The primary data source for financial contributions is WFP’s corporate ERP system, WINGS (FM and GM modules), which records earmarked funding from host governments for SSTC activities. For non‑financial contributions—mainly technical expertise provided by national institutions—the UN Voluntary Framework for Measuring South–South Cooperation serves as the reference for quantifying and assigning a monetary value to in‑kind support

ASSUMPTIONS
Agreements are correctly recorded: all eligible SSTC agreements with national institutions in the global South are formally documented and available for verification
Financial data is fully captured in WINGS: all financial contributions from national institutions are accurately entered and maintained in WINGS (FM/GM) during the reporting year
Valuation of non‑financial contributions follows the UN framework: non‑financial contributions—such as technical expertise—can be reliably quantified using the UN Voluntary Framework for Measuring South–South Cooperation
National institutions report inputs transparently: partner institutions provide clear, timely information on both financial and in‑kind contributions linked to SSTC activities
SSTC eligibility criteria are consistently applied: only agreements aligned with WFP-facilitated SSTC, as defined by corporate guidance, are included in the calculation
Exchange rates are applied consistently: when contributions are made in local currency, standardized WFP exchange rate policies are applied for conversion to USD

LIMITATIONS
Incomplete capture of in‑kind contributions: non‑financial support (e.g., expert time, technical services) may be undervalued or inconsistently reported by national institutions, affecting comparability across countries
Variability in valuation methods: monetizing in‑kind contributions using the UN framework requires assumptions that may vary across offices, leading to differences in how similar contributions are quantified and this will affect the consistency across cases
Dependence on partner reporting: the accuracy of the KPI relies on timely and transparent reporting from national institutions, which may differ in capacity, systems and reporting standards
Potential gaps in WINGS data: financial contributions may not always be fully or uniformly coded as SSTC in WINGS, limiting the completeness of the dataset
Extracting earmarked contributions for SSTC activities isn’t currently possible in a systematic way, as the tagging needed to isolate them isn’t in place and would require further system development
Scope is limited to agreement value, not results: the KPI measures the monetary value of agreements, but does not assess the quality, effectiveness or development impact of South–South cooperation activities
Currency fluctuations: contributions made in local currency are affected by exchange-rate volatility, which may influence the final USD converted value
Agreement amendments not always tracked: changes in the financial or non‑financial commitments during implementation may not be consistently updated, reducing accuracy over time
