3.2. Partnerships and resources

PURPOSE

The purpose of this KPI is to measure the breadth of country-level financial and operational support to WFP through domestic resources, international financial institutions (IFIs), and other funding or service provision arrangements. It captures both contributions—financial or in‑kind resources provided by national governments or IFIs—and service provision engagements, where WFP delivers services such as supply chain support, cash-based transfer systems, technical assistance, or capacity strengthening on behalf of governments or partners. Tracking this KPI helps WFP assess its role as an operational partner and service provider, monitor the diversification of its support base, and identify opportunities to strengthen collaboration with governments and financial institutions in advancing national development and humanitarian priorities

CALCULATION FORMULA

Result KPI = Σ for all Countries i [ WFP_Presence(i) = True AND Support Type (i, Year) = True ]

Where “Support Type (i, Year) = True” if at least one of the following applies in the reference year:

  1. Contribution (i, Year) = True

    The country provides financial or in‑kind contributions from:

    • Domestic government resources

    • International financial institutions (IFIs)

    • Other eligible national sources

  2. Service Provision Revenue (i, Year) = True

    WFP receives revenue from service provision agreements with the country or IFIs, such as:

    • Supply chain services

    • CBT/digital payments systems

    • Technical assistance

    • Capacity strengthening

    • Other contracted services

A country is counted as 1 if both:

  • WFP has an active presence in the country, and

  • At least one form of support (contribution or service provision revenue) is recorded in the reference year; otherwise, it is counted as 0

CALCULATION STEPS

  1. Identify countries with WFP presence in the reference year

  2. Compile records of financial contributions received from each country or from international financial institutions (IFIs) on behalf of that country, including domestic resources and in‑kind contributions

  3. Compile records of service provision revenue generated through agreements with national governments, IFIs, or other eligible entities

  4. Classify each country as “supporting WFP operations” if at least one form of support (contribution or service provision revenue) is recorded in the reference year

  5. Count the number of countries meeting the support criteria.

  6. Apply the formula

DATA SOURCE

Data is acquired from WFP Corporate systems:

  • WINGS FM (Funds Management module)

  • WINGS GM (Grants Management module)

  • Standard financial reports in WINGS showing:

    • incoming contributions

    • grant agreements

    • associated financial values

  • Donor codes and agreement classifications embedded in WINGS

  • Salesforce (for pipeline tracking only; not used for verified reporting)

DATA COLLECTION METHOD

Data for this indicator is collected through a structured review of WFP’s financial and operational systems. The process involves extracting annual records of:

  • Financial contributions received from national governments, international financial institutions (IFIs), and other domestic sources

  • Service provision revenue generated through agreements with governments, IFIs, or other partners (e.g., supply chain services, CBT platforms, technical assistance, capacity strengthening)

Country-level data is compiled using standard corporate reporting tools and cross‑checked with WFP Country Offices to verify the source, type, and timing of support. Each country is coded as “supporting WFP operations” when at least one eligible form of support is recorded in the reference year. The validated dataset is then used to determine the final count of supporting countries

ASSUMPTIONS

  • Accurate Financial Coding: All contributions and service provision revenues are correctly coded in WINGS FM/GM with the appropriate donor type, funding source, and agreement classification (e.g., IFI, government, domestic resource)

  • Complete Recording of Agreements: All contribution agreements and service provision contracts relevant to the reference year are fully entered and finalized in WINGS before corporate reporting deadlines

  • Consistent Definitions: The categories “contribution” and “service provision revenue” are applied consistently across Country Offices, Regional Bureaux, and HQ financial teams.

  • Reliable Country Presence List: The WFP Country Presence List accurately reflects which countries have active operations or approved CSPs in the reference year

  • Timely Confirmation: Contribution and service provision revenue are recognized in the correct financial year based on WFP’s accounting policies

  • Single Counting Rule: A country providing both contributions and service provision revenue is counted only once, regardless of the number or scale of engagements

  • Currency and Valuation Accuracy: All financial values recorded in WINGS have been converted and validated according to corporate exchange rate and financial regulations

LIMITATIONS

  • Variability in Financial Coding: Differences in how Country Offices code contributions and service provision revenue in WINGS may affect comparability and could lead to under‑ or over‑counting if coding is inconsistent

  • Timing of Financial Recognition: Contributions and service provision revenue may be recorded late or adjusted after year‑end, affecting whether support is captured in the correct reference year

  • Incomplete Documentation: Service provision agreements or government‑funded engagements may not always be fully documented or finalized in WINGS before reporting deadlines, potentially omitting some countries

  • Differences in Support Modalities: Countries support WFP through diverse financial arrangements (domestic resources, IFIs, in‑kind contributions, service contracts), which may vary in transparency and documentation quality

  • Single‑Counting Constraint: A country is counted only once regardless of multiple or large‑scale engagements; therefore, the KPI reflects breadth, not volume or relative significance of support

  • Exclusion of Pipeline Information: Salesforce and other negotiation‑tracking systems are excluded from official reporting; thus, emerging partnerships or pending agreements are not captured until formally recorded in WINGS

  • Dependence on Accurate Country Presence List: Changes in WFP’s operational footprint (e.g., scale‑down, temporary presence, or regional operations) may affect which countries are eligible for inclusion
