MR OUTPUT

3.2. Partnerships and resources

PURPOSE

The purpose of this KPI is to measure the proportion of contributions received from the Private Sector relative to WFP’s total contributions in the reference year. It assesses performance against the Private Sector contribution target set in the Management Plan by comparing, in percentage terms, the actual funds mobilized from Private Sector partners to the corresponding Management Plan target

CALCULATION FORMULA

Result KPI = (Confirmed Contributions received in the reference year from Private Sector/ Management Plan Target in the reference year from Private Sector) X 100

CALCULATION STEPS

  1. Identify Private Sector Contributions Extract all confirmed contributions received from Private Sector donors in the reference reporting year. For this KPI, Private Sector donors include corporations, foundations, and individual donors

  2. Apply Confirmed Contribution Rules Determine which contributions are eligible by applying the standard validity and accounting criteria:

Include:

  1. Contributions confirmed in the current financial year with a validity period starting in the same year

  2. Contributions confirmed in previous financial years with a validity period starting in the current financial year

Exclude:

  1. Contributions confirmed in the current year with validity periods starting in future financial years.

  2. All accounting adjustments

  1. Calculate Total Confirmed Contributions Sum all contributions (including ISC) available for use in the reference reporting year that meet the inclusion criteria listed above

  2. Retrieve the Management Plan Target Identify the Private Sector contribution target set in the Management Plan for the reference year

DATA SOURCE

Data is available from: Management Plan, WINGS/Grants Management Module

DATA COLLECTION METHOD

The data for this KPI is collected from WFP’s corporate contribution management systems, applying standard Confirmed Contribution rules used for Management Plan reporting. Private Sector contributions are isolated by filtering for donor categories covering corporations, foundations, and individual donors. Total confirmed contributions (including ISC) for the reference year are extracted using the same validity‑period criteria, and the corresponding Management Plan target is sourced from the approved Management Plan of the year

ASSUMPTIONS

  1. Private Sector donor classifications in WFP’s contribution management systems accurately capture all relevant private entities, including corporations, foundations, and individual donors

  2. Confirmed Contributions follow the standard Management Plan validity‑period rules and are applied consistently across all donor categories

  3. All contribution data (including ISC) is fully recorded and validated in corporate systems for the reference reporting year

  4. The Management Plan Private Sector target has been approved for the reference year and reflects the officially endorsed expected contribution level

  5. Data extracted from corporate systems is complete, up‑to‑date, and free from delays in recording or adjustments that would affect eligibility

LIMITATIONS

  1. The indicator depends on accurate donor classification in corporate systems; mis‑tagging of Private Sector donors (corporations, foundations, or individuals) may affect the results

  2. Variations or delays in recording confirmed contributions in the reference year can influence the accuracy of the KPI

  3. The KPI measures the volume of contributions but does not assess the quality, predictability, or strategic value of Private Sector funding

  4. Differences between the timing of contributions and the Management Plan planning cycle may create discrepancies when comparing actual contributions to the Management Plan target

  5. Exclusion of contributions with future validity periods and accounting adjustments may understate or overstate amounts in years with significant timing shifts
