3.2. Partnerships and resources

PURPOSE

The purpose of this KPI is to measure the proportion of WFP’s total annual confirmed contributions provided by its top five donors, in order to assess the concentration of the resource base and monitor progress toward greater funding diversification and financial resilience

CALCULATION FORMULA

Result KPI = ( Total confirmed contributions from the top five donors in the reference year ÷ Total confirmed contributions in the reference year ) X 100

Where:

  • Confirmed Contributions include all contributions (including ISC) available for use in the reference year, meaning:

    • Contributions confirmed in the current year with validity starting in the same year

    • Contributions confirmed in previous years with validity starting in the reference year

    • Excludes contributions confirmed in the current year with validity beginning in future years

    • Excludes accounting adjustments

  • Reference year is the year in which funds are made available for use by the donor

  • Donor refers to the legal entity recognized by WFP as the funding source

CALCULATION STEPS

  1. Identify the reference year Determine the year in which contributions become available for use (validity year)

  2. Calculate total confirmed contributions (all donors):

    Sum all confirmed contributions available for use in the reference year, including ISC, excluding contributions with future validity periods and accounting adjustments

  3. Identify the top five donors:

    Rank all donors by their confirmed contributions in the reference year and select the top five

  4. Calculate confirmed contributions from the top five donors: Sum the confirmed contributions from these five donors

  5. Apply the formula

  • The global trend of reduced humanitarian funding is expected to continue

  • Major donors are assumed to remain committed to WFP with sizeable annual contributions

  • The relative ranking of top donors is expected to remain broadly stable year‑to‑year

  • Confirmed contributions accurately reflect funds truly available for use in the reference year

  • Donor behaviour and contribution timing follow predictable patterns despite external economic pressures

  • No major shifts in the donor landscape (e.g., new high‑value donors entering or existing major donors exiting) occur within the reference year

  • Data on confirmed contributions is complete, timely, and recorded consistently across all donor entities

LIMITATIONS

  • The KPI is influenced by external economic factors outside WFP’s control

  • As a voluntarily funded organization, WFP remains highly exposed to global funding trends and donor fiscal constraints.

  • Future donor contribution levels are difficult to predict in uncertain economic and political environments

  • Heavy reliance on a small number of major donors may mask underlying risks to funding stability

  • Short‑term shifts in donor priorities can disproportionately affect the KPI due to its concentration focus

  • The KPI does not capture qualitative aspects of donor engagement, such as flexibility or strategic value
