PURPOSE

The purpose of this KPI is to measure the total value of confirmed contributions made available for use by WFP within the reference year, reflecting contributions whose validity period begins in that year and excluding contributions not yet usable or subject to accounting adjustments

CALCULATION FORMULA

Result KPI = ∑ of Individual Confirmed Contributions (USD) in the reference year

ASSUMPTIONS

  • Confirmed Contributions fully represent all funds available for WFP use in the reference year

  • Contribution validity periods are applied consistently to determine whether funds belong to the reference year

  • Contributions confirmed in previous years but becoming valid in the reference year accurately reflect usable resources

  • Contributions confirmed in the reference year with future validity periods are correctly excluded

  • Accounting adjustments are consistently identified and excluded to avoid distorting totals

  • Data extracted from WFP financial systems is complete, timely, and correctly categorized

  • Donor reporting aligns with internal financial rules on availability of funds and ISC inclusion

  • No material delays occur between donor confirmation and system registration that would misclassify the reference year

LIMITATIONS

  • The KPI does not distinguish between types of contributions (e.g., earmarked, softly earmarked, multilateral)

  • Timing differences between donor confirmation and WFP’s financial registration may affect classification of the reference year

  • Variations in donor validity period practices may cause inconsistencies across contribution cycles

  • Exclusion of contributions with future validity periods may under‑represent total donor engagement in the reporting year.

  • Accounting adjustments or reversals may affect comparability across years

  • The KPI reflects availability of funds, not donor predictability, sustainability, or strategic value

  • Multiyear or tranche based contributions may be split across validity periods, affecting year-to-year comparability

  • The metric does not capture qualitative aspects of funding (e.g., flexibility, conditions, strategic alignment)
