4.2. Audit, investigation and evaluation
PURPOSE
The purpose of this KPI is to measure the number of Joint Evaluations and System-Wide Evaluations in which WFP participated that were completed. The data is disaggregated by evaluation category (Centralized Evaluation, Impact Evaluation, Decentralized Evaluation), evaluation type (Joint Evaluation, System-Wide Evaluation, Inter-Agency Humanitarian Evaluation), and, where applicable, by partners (e.g., UN agencies, governments).

CALCULATION STEPS -
Extract Relevant Evaluations:
Review WFP’s OEV Management Information System (MIS) and identify all Joint Evaluations, System-Wide Evaluations (SWE), and Inter-Agency Humanitarian Evaluations (IAHE) completed in the reference year
Verify WFP Engagement Criteria:
Confirm that WFP:
Is a commissioning party and actively participates in the evaluation process (e.g., as part of the evaluation management or reference group)
The evaluation covers WFP’s work and at least one other agency/entity
The evaluation assesses results achieved jointly by WFP and its partners
Note: Evaluations commissioned solely by a donor agency are not considered joint evaluations
Classify Eligible Evaluations by Type:
Joint Evaluation: A collaborative effort by two or more entities on a topic of mutual interest or a co-financed/implemented programme. Jointness may include shared management, pooled resources, combined reporting, and joint management responses
System-Wide Evaluation (SWE): A systematic, impartial assessment of the combined contributions of UN entities toward collective development objectives, examining relevance, coherence, efficiency, effectiveness, impact, and sustainability
Inter-Agency Humanitarian Evaluation (IAHE): An independent assessment of the collective humanitarian response by IASC member organizations to a specific crisis or theme, evaluating achievement of planned collective results and humanitarian reform efforts

ASSUMPTIONS
WFP will continue to prioritise participation in joint and system-wide evaluations as per its Corporate Evaluation Strategy
Inter-agency bodies and UN partners will maintain their commitment to collaborative evaluation processes and schedules
Adequate resources (financial and human) will be available to support WFP’s engagement in these evaluations
Perceptions of the added value of agency-specific evaluation functions will remain positive, enabling continued collaboration
Global evaluation frameworks and coordination mechanisms will remain stable, allowing planned evaluations to proceed without major disruptions
LIMITATIONS
KPI does not capture the depth or quality of WFP’s engagement—only the count of evaluations
The number of evaluations depends on inter-agency planning cycles and priorities, which WFP cannot fully control
External factors such as global crises, organisational restructuring, or changes in UN coordination mechanisms may delay or cancel planned evaluations
Resource constraints (financial or staffing) within WFP or partner agencies can affect WFP’s ability to engage as intended
Variability in stakeholder engagement and governance processes may influence the scope and timing of evaluations
