INDICATOR DEFINITION | This indicator measures WFP’s progress in the implementation of the UNDIS standards to consult with organizations of persons with disabilities (OPDs). The intent of the indicator is to see, over time, that WFP Country Offices are strengthening engagements with OPDs as a way of ensuring that the programmes it implements are more inclusive and responsive to the needs of persons with disabilities. The indicator allows WFP to benchmark where COs are on the scale of engagement and compare progress from previous years. Below are some key terms for this indicator: Organizations of Persons with Disabilities (sometimes known as Disabled Persons Organizations) (OPDs) are non-governmental Organizations led, directed and governed by persons with disabilities, who should compose a clear majority of their membership. OPDs play a critical role in representing the viewpoints of persons with disabilities. Article 4.3 of the CRPD92 calls on States Parties to engage with persons with disabilities through their representative Organizations; OPDs accordingly serve as representative Organizations and intermediary bodies between policymakers and individuals with disabilities.” (UNDIS Guidelines on Consulting Persons with Disabilities). CALCULATION & AGGREGATION | This indicator is derived from the aggregation of the country-level indicator listed above. The global aggregated indicator reports the percentage of country offices in three categories: 1) missing, 2) approaching and 3) meeting or exceeding UNDIS standards on consultation with OPDs, and reports the percentage of no data for full transparency. Numerator: Number of country offices in the respective category: No data: 1) missing, 2) approaching and 3) meeting or exceeding. Denominator: Total number of all applicable WFP country offices (tier 1, 2 and 3 beneficiaries). The indicator is then calculated as the proportion of such countries out of the total number of applicable WFP countries offices. This proportion is expressed as a percentage. |
