INDICATOR DEFINITION

This indicator measures the proportion of country offices (COs) where management plans (ESMPs) are formulated and approved to implement mitigation measures addressing environmental risks.

Below are some key terms for this indicator:

Management Plan, in the context of this indicator, refers to an Environmental and Social Management Plan.

‘Environmental and Social Management Plans (ESMP): Project-level instruments that outline how the risks identified through the ESRS will be avoided, managed or mitigated. The ESMP provides a description of the risk mitigation measures that will be implemented, their cost, timelines and responsibilities for implementation, and applicable monitoring arrangements. As per WFP’s Environmental and Social Sustainability Framework (ESSF), ESMPs are mandatory for medium‑(Category B) and high‑risk (Category A) activities or interventions. An ESMP may be developed for a low-risk activity (Category C) if deemed appropriate.

The mandatory country level indicator is included in the aggregation only if all the following conditions are met:

  • The corresponding annual target and follow-up value are greater than zero.

Only CO-level indicators meeting all criteria above are eligible for aggregation.

CALCULATION & AGGREGATION
METHODOLOGY

This indicator is derived from the aggregation of the country-level indicator listed above.

  • This indicator has both a numerator and a denominator. The numerator is the count of country offices where management plans (ESMPs) are formulated and approved to implement mitigation measures addressing environmental risks, while the denominator is the count of all country offices with CSPs/ICSPs approved during the reporting year.

The indicator is then calculated as the proportion of such countries out of the total number of countries reporting data. This proportion is expressed as a percentage.

DISAGGREGATION FOR REPORTING IN APR

This indicator is disaggregated by region, strategic outcome and sub-activity.

BASELINE

A baseline will be available in 2027 based on 2026 data.

LIMITATIONS

This indicator measures the proportion of country offices where management plans (ESMPs) are formulated and approved to implement mitigation measures addressing environmental risks, but it does not confirm if this includes all COs where applicable risks have been found. For this reason, the analysis of this indicator should be always done together with the analysis of the cross-cutting indicator CC4.a “Proportion of country offices where field-level agreements FLAs)/ memorandums of understanding (MOUs)/ construction contracts (CCs) have been screened for environmental risks”.
