INDICATOR CODE | 1.G |
TECHNICAL OWNER | PRGR |
INDICATOR TYPE | Corporate Level Outcome Indicator Strategic Outcome: 1. Effective emergency preparedness and response |
UNIT OF MEASUREMENT & ANALYSIS | Number of countries |
INDICATOR DEFINITION | The indicator measures the number of countries equipped with a functional Anticipatory Action mechanism and/or a Macro-insurance operational plan enabling countries to implement an anticipatory and/or early action in case of climatic shock (drought, floods, cyclones, etc.) and as a result of WFP’s support. Below are some key terms for this indicator: Anticipatory actions are activities implemented prior to an extreme weather event and based on a scientific forecast trigger, to mitigate the anticipated disaster impact on food security, lives and livelihoods of vulnerable populations. Anticipatory Action mechanisms, also known as Anticipatory Action SOPs, are documents approved by WFP’s country directors, and other relevant national and international stakeholders that contain the protocols for the step-by-step implementation of anticipatory actions. They include guidelines for who acts, when, where, with what funds and under which CSP activities. It also includes summary figures of what should be reflected in the NBP/CPN, Distribution Reports, OOPs and completion reports. These guidelines are implemented as soon as the pre-defined forecast triggers are activated. Macro insurance Operational Plan is the document signed by the national government and the corresponding WFP-country director to define how a macro-insurance payout would be delivered to WFP-beneficiaries. It also indicates the CSP activities, the target population, and the duration and amount of the foreseen transfer. The transfer can be in the form of CBT and/or in kind, depending on local context and needs. |

LIMITATIONS | This indicator counts countries equipped with a functional Anticipatory Action mechanism and/or a Macro-insurance operational plan, enabling countries to implement anticipatory and/or early actions in case of applicable climatic shocks. This indicator does not confirm whether these mechanisms or operational plans have been activated nor whether people have been effectively assisted following activations in the corresponding countries. For that information, WFP reports separately on direct beneficiaries and transfers under the CRF standard output 1.1 for macro-insurance payouts and under the CRF standard output 1.3 for anticipatory transfers. |
