ASSUMPTIONS

  1. Clear Completion Criteria and Reliable Data: Each item has defined completion standards, and status is tracked through a matrix updated promptly after EB sessions

  2. Operational Continuity: All scheduled EB sessions occur as planned, with timely delivery of required documents and minimal external disruptions

LIMITATIONS

  1. Evolving Programme of Work: The biennial programme of work is a living document that is regularly updated on the basis of information received from the Secretariat and Board members and reviewed by the Bureau at each of its meetings

  2. Scope Changes: Amendments to the programme of work during the period can affect comparability and distort achievement rates

  3. Data Accuracy: Reliance on manual tracking could introduce risks of delays or errors
