2.1. Emergency coordination and preparedness

PURPOSE

The purpose of this KPI is to measure the timeliness and effectiveness of corporate analysis and follow‑up actions linked to the Corporate Alert System (CAS). It assesses the extent to which countries identified through the CAS subsequently receive corporate support measures, such as surge capacity or operational guidance, reflecting WFP’s ability to translate early warning and risk analysis into timely, evidence‑based corporate decisions and support. The KPI contributes to Management Result 2.1 by strengthening emergency preparedness, coordination, and responsiveness.

CALCULATION FORMULA

Result KPI = Count of the number of countries highlighted in CAS process that subsequently received corporate support

CALCULATION STEPS

1. Determine the planned frequency of CAS updates (e.g., bi-monthly = 6 updates per year)

2. List the number of countries flagged in each CAS iteration

3. List the corporate support actions taken following the flagging of countries in the CAS process

4. Calculate for how many countries actions followed vs. overall number of countries flagged in the CAS (in percentage)

Data is available from Vulnerability Analysis and Monitoring (VAM) and Emergency Preparedness and Response (EPR) Data

DATA COLLECTION METHOD

Data is collected by downloading WFP corporate support measures per country, with cross-checks against countries flagged in the CAS

ASSUMPTIONS

  • WFP is able to retain enough dedicated staff to provide technical support and operational guidance to Country Offices

  • WFP has adequate corporate funding for IRA, surge, and other corporate support disbursements

LIMITATIONS

  • Corporate Support Measures may be unlocked for reasons outside CAS inclusion

  • Emergency Phase Activation does not depend solely on CAS quantitative analysis and includes EPR-led (Emergency Preparedness and Response) qualitative considerations, consultations, and leadership decisions

  • CAS Data usage supports the bi-monthly cycle as well as ad-hoc emergency activation.
