2.1. Emergency coordination and preparedness

PURPOSE

The purpose of this KPI is to measure progress in the implementation of emergency preparedness across WFP operations by assessing the extent to which minimum preparedness standards are met. It responds to findings from the 2024 Emergency Preparedness Policy Evaluation, which identified gaps in the availability of context‑adaptable indicators for monitoring preparedness. The KPI uses the Emergency Preparedness Checklist (EPC) to track completion of core preparedness actions applicable to all operations and leverages the Corporate Alert System (CAS) to provide a consistent, corporate‑level view of preparedness status and priority contexts

Note: The baseline is set at zero given that the EPC content was revised and expanded in 2025 and will be fully rolled out for the first time in 2026

CALCULATION FORMULA

Result KPI = (Number of Country Offices in the CAS that have completed all EPC actions / Total number of Country Offices in the CAS) X 100

CALCULATION STEPS

  1. A Country Office is counted as having met the target if it: a) appears in the CAS, and b) has completed all actions (including ‘yes’, ‘no’ or ‘N/A’ response options) in the EPC

  2. Only Country Offices that are in the CAS are included in the calculation

  3. Apply the formula

DATA COLLECTION METHOD

Data for this KPI is collected by extracting EPC data from the platform for all Country Offices that appear in the CAS over the course of the reporting year and that completed the checklist for the reporting year

ASSUMPTIONS

  • CAS (or its equivalent) remains functional and accessible

  • EPC online platform remains functional and accessible

  • Country Offices have capacity and commitment to complete the EPC

  • EPC submissions are completed reliably and accurately

LIMITATIONS

  • EPC completion is not mandatory at the time of writing, participation depends on Country Office buy-in

  • Until/unless completion is mandated by a Directive, the voluntary nature of the EPC exercise means that the KPI will not fully address gaps in preparedness reporting, as some Country Offices may choose not to complete it

  • Self-assessment nature may introduce variation in quality and consistency

    The KPI measures completion of checklist actions, not the quality or effectiveness of preparedness measures implemented
