2.1. Emergency coordination and preparedness

PURPOSE

The purpose of this KPI is to assess the efficiency and timeliness of IRA request processing. This KPI ensures that IRA requests are handled promptly and in accordance with the updated directive, reflecting organizational changes and the current operational context. It highlights the organization's ability to adapt to evolving circumstances while maintaining responsiveness and operational effectiveness

CALCULATION FORMULA

Result KPI = (Number_of_IRA_requests_processed_within_72hrs / Total_number_of_IRA_requests) X 100

CALCULATION STEPS

  1. Count IRA requests processed within 72 hours: Total IRA requests processed in 72 hours as per the updated directive

  2. Count total IRA requests: Total all IRA requests processed

  3. Apply the formula

Data is available from WFP PPGE-EPR-Emergency Coordination Cell (ECC)

ASSUMPTIONS

All Country Offices (COs) are submitting requests for advance financing without collateral (using WFP "DOTS" system). A review period of 72 hours is applied once request is submitted from CO to Global Headquarters (GHQ). If GHQ returns the request for adjustment, the 72‑hour period will recommence once the CO resubmits the revised request

LIMITATIONS

Global headquarters (GHQ) may request clarifications or additional information to strengthen the analysis of the request. COs planning to scale-up operations may face capacity constraints, which could limit their responsiveness to GHQ queries
