PURPOSE
The purpose of this KPI is to gauge the extent to which WFP’s policy engagement and advocacy efforts contribute to the recognition of food security as a strategic priority in national development plans and/or UN Sustainable Development Cooperation Frameworks (UNSDCFs) including as part of food systems, human development, social protection and resilience agendas. Tracking this KPI provides insight into how effectively WFP influences development agendas and promotes food security as a core component of sustainable development
This indicator helps WFP to:
Position Food Security Strategically: Assess how, and how well, prominently food security features in national and UN development dialogues and planning processes
Influence Policy Environments: Understand the degree to which WFP’s advocacy is shaping national and UN frameworks including as part of food systems, human development, social protection and resilience agendas
Deepen Partnerships: Identify where collaboration with governments, UN agencies, and donors is driving shared outcomes, and where further engagement is required
This KPI also helps highlight countries where food security is not yet prioritized, informing future advocacy approaches and resource mobilization efforts
Collect national development plans and/or UNSDCFs that were newly published or updated in the reference year
Review each document to determine whether food security is explicitly included as a strategic priority, outcome, pillar, result area, or explicitly embedded within food systems, human development, social protection or resilience priorities
Classify each country as “Yes/No” based on whether the criterion is met.
Count the number of countries meeting all conditions
UN Sustainable Development Cooperation Frameworks (UNSDCFs): Joint UN strategic frameworks guiding national development support. Published by UN Resident Coordinator Offices and available on the UNSDG website. These documents outline national priorities, outcomes, and alignment with the SDGs
WFP Country Presence List: Internal WFP registry identifying countries where WFP has active operations or approved Country Strategic Plans (CSPs). Maintained by Programme and Policy divisions
UNSDG Chair’s Annual Reports and Planning Dashboards: Provide summaries of newly adopted or updated UNSDCFs and thematic priority areas. Useful for identifying which countries issued revised frameworks in the reference year
DATA COLLECTION METHOD
This indicator is based on a document review and qualitative content analysis of national development plans and UN Sustainable Development Cooperation Frameworks (UNSDCFs) published or updated in the reference year. The process involves identifying relevant documents, applying consistent inclusion criteria, and recording findings in a structured format

Availability of Documents: National development plans and UNSDCFs for the reference year are publicly accessible or obtainable through WFP Country Offices or UN Resident Coordinator Offices
Clarity of Prioritization: Food security is explicitly identifiable as a strategic priority, outcome, pillar, or equivalent in the reviewed documents
Consistency Across Countries: National development plans and UNSDCFs follow sufficiently comparable structures to allow consistent qualitative assessment
Timely Publication: Countries publish or update their development frameworks within the reference year, enabling accurate classification
Stable Definitions: The terms “priority,” “strategic outcome,” and “food security” retain consistent interpretation across documents and analysis contexts
Accurate Country Presence: The WFP Country Presence List reliably reflects the countries where WFP operates during the reference year
LIMITATIONS
Variation in Document Quality and Structure: National development plans and UNSDCFs differ significantly across countries in format, terminology, and level of detail, which may affect consistency in identifying whether food security is prioritized
Subjectivity in Interpretation: Determining whether food security constitutes an explicit strategic priority may require judgment, especially where references are indirect or embedded within broader themes (e.g., resilience, livelihoods, social protection).
Irregular Update Cycles: Countries update development plans on different schedules, meaning some may not revise strategic frameworks within the reference year, limiting comparability across countries.
