2.6. Administrative and financial services  

PURPOSE

The purpose of this KPI is to measure the extent to which WFP Country Offices (COs), Liaison Offices and UNHRDs systematically integrate environmental sustainability into their operations by establishing and implementing an Environmental Management System (EMS). An EMS provides a structured approach for identifying, managing and reducing environmental impacts across facilities. By tracking the adoption of EMS, this KPI supports WFP’s broader commitment to responsible operational practices, risk management and continuous improvement in environmental performance

CALCULATION FORMULA

Result KPI = Number of countries implementing an EMS​ / Total number of countries) X 100

CALCULATION STEPS

  1. Determine EMS Implementation Status
    Assess whether the country has an Environmental Management System in place, based on the following criteria:

    • An EMS launch has taken place (in‑country or remotely).

    • An Environmental Action Plan is developed and approved by the Country Director or equivalent.

    • Roles and responsibilities are assigned, including designation of an Environmental Focal Point.

    • A monitoring mechanism is established, with an annual review scheduled.

  2. Collect and Verify Evidence
    Upload the Environmental Action Plan, launch documentation, and details of the most recent review into the corporate tracking tool, ensuring the responsible officer is recorded.

  3. Record Status in the Corporate Tracking Tool
    Enter required information, including EMS implementation status (Launched / On-going), facility coverage, and review frequency.

  4. Aggregate Data and Apply the Formula
    Count all countries meeting the EMS implementation criteria and calculate the KPI value using the defined formula.

  5. Validate Annually
    Conduct an annual audit or self‑assessment to confirm the EMS remains active and update the tracking tool with the validation results.

    For the purposes of this KPI, a country is implementing an EMS when it has developed an environmental management plan that is formally approved by the Country Director (or equivalent authority). Countries are counted as “implementing EMS” even if coverage is not yet nationwide—partial implementation (e.g., EMS in one major office or facility) is sufficient for inclusion

ASSUMPTIONS

  1. Country Offices, Liaison Offices and UNHRDs apply the EMS implementation criteria consistently, including developing an approved Environmental Action Plan, designating an Environmental Focal Point and establishing an annual review mechanism

  2. Sufficient financial, human and technical resources are available to implement, operate and maintain the EMS, and local suppliers or contractors can meet required environmental standards (e.g., waste management, energy services)

  3. A centralized data base maintains accurate, complete and up‑to‑date documentation in the corporate tracking tool, including launch evidence, coverage details and review schedules

  4. Annual reviews are conducted to verify that the EMS remains active, and roles and responsibilities for EMS implementation and monitoring are clear across country and regional levels

  5. The corporate tracking tool remains reliable and accessible to support accurate aggregation of EMS implementation data

LIMITATIONS

  1. The total number of countries included in the KPI may change over time, affecting comparability across reporting years

  2. The KPI measures only whether an EMS is in place; it does not assess EMS quality, maturity or effectiveness

  3. Partial EMS implementation is counted as full implementation, which may overstate actual progress

  4. The KPI does not capture actual environmental performance outcomes, nor differences in environmental risk levels or operational contexts across offices

  5. External factors (e.g., availability of compliant local suppliers or service providers) may affect EMS implementation but fall outside the KPI’s scope
