PURPOSE

The purpose of this KPI is to measure the reduction in delivery lead time achieved when Country Offices source food from GCMF stocks compared to conventional procurement. It demonstrates GCMF’s added value in accelerating food delivery to operations and its role in covering shortfalls that cannot be addressed through standard procurement timelines

CALCULATION FORMULA

Result KPI = ( ( PR_to_Arrival_avg – IPO_to_Arrival_avg ) /( PR_to_Arrival_avg) ) X 100

Where:

  • PR_to_Arrival_avg = Weighted average lead time from Purchase Requisition to Country Office arrival (conventional procurement), without idle time.

  • IPO_to_Arrival_avg = Weighted average lead time from IPO to Country Office arrival (GCMF pathway), without idle time

CALCULATION STEPS

1. Calculate end‑to‑end lead time (from PR to CO arrival):

For each batch, calculate the total lead time from Purchase Requisition (PR) to the first arrival in the recipient Country Office. Include dependent batches linked to upstream production orders or mother batches

2. Remove non‑operational idle time:

Identify and subtract idle times within the batch lifecycle by analysing transport segments (from call‑offs to arrivals). This ensures that only active, operational lead‑time components remain

3. Calculate GCMF lead time (from IPO to CO arrival):

For each batch sourced from GCMF, calculate the lead time from the Internal Purchase Order (IPO) to first arrival in the Country Office, again deducting idle time as per Step 2

4. Derive comparable averages:

Compute the weighted average lead time for:

From IPO to CO arrival (GCMF pathway)

From PR to CO arrival (conventional procurement pathway)

Only batches that were processed through GCMF are used for the PR comparative baseline to ensure a valid “like‑for‑like” comparison

5. Appy the formula

  • LESS: STO creation, transport dates

ASSUMPTIONS

It is assumed that the lead-time data extracted from WFP Internal systems (WINGS and LESS) is accurate, complete, and consistently maintained. Automated exception handling and outlier filters are applied to exclude clearly incorrect records (e.g., impossible dates or reversed process sequences)

Where inconsistent data is identified, validated backup sources are used to correct discrepancies; if no reliable backup exists, affected data points are removed. The volume of available data is sufficient to allow for the exclusion of a small proportion of erroneous records (up to approximately 10%) without affecting the overall robustness of the results

LIMITATIONS

Lead‑time results may be influenced by data inconsistencies in WFP Internal systems (WINGS and LESS), variations in reporting across operations, and gaps in supporting documentation for correcting erroneous records. External factors—such as supplier performance, transport disruptions, access constraints, and security conditions—can also affect lead‑time measurements independently of the GCMF process. Additionally, differences in batch size, commodity type, or operational context may limit full comparability across batches, even when averaging is weighted
