1.1 Leadership and direction

PURPOSE

The purpose of this KPI is to measure the effectiveness and strategic impact of WFP’s senior leadership’s diplomatic engagement with high-level political decision-makers. It ensures that such engagement is planned, targeted, and monitored to advance humanitarian outcomes—like access, protection of civilians and humanitarian workers —while enabling continuous learning and annual assessment of relevance and impact.

For this KPI, the following definitions apply:

  • Engagement plan: A document endorsed by WFP’s Leadership Team, focused on achieving humanitarian diplomacy objectives in support of priority contexts or themes

  • Priority contexts or themes: Contexts or themes identified by DIP and endorsed by WFP senior leadership through the annual work plan

  • Political decision-makers: Official figures from Member States, including de facto authorities, at a level corresponding to the Executive Director and Deputy Executive Director

  • Politically complex settings: Settings where international diplomatic engagement by WFP senior leadership is required to complement in-country efforts

CALCULATION FORMULA

Result = ∑ (Humanitarian diplomacy engagement plans endorsed by the WFP Leadership Team during the reference period)

Count the number of new humanitarian engagement plans endorsed by the Leadership Team
