1.1 Leadership and direction

PURPOSE

The purpose of this KPI is to measure the extent to which evaluation evidence (findings, conclusions, recommendations) has been explicitly used to inform the development of draft WFP Policies prior to Policy Committee’s review and comments.

CALCULATION FORMULA

Result KPI = (Number of WFP draft policies commented by OEV in the reference year which refer explicitly to evaluation evidence) | (Number of draft policies commented by OEV in the reference year) x 100

CALCULATION STEPS

  1. Identify Draft Policies shared with the PC in the reference year. Include only policies presented to the Policy Committee or circulated via e-consultation for comments. Exclude any other documents presented to the PC that are not policies such as Executive Board papers, circulars

  2. Check for Explicit Reference to Evaluation Evidence in each draft policy document

  3. Apply the formula

Qualitative review of draft policies submitted to the policy committee for comments, prior to OEV review, to identify explicit references to evaluative evidence

ASSUMPTIONS

  • Business owners and policies developers leverage evaluative evidence to inform policy formulation

  • The KPI assumes that the Policy Committee remains the primary forum for policy discussion and circulation. If WFP adopts alternative mechanisms or for policy review, the KPI definition and data collection process will need to be revised accordingly

LIMITATIONS

  • This KPI currently applies only to WFP draft policies circulated for comments to the Policy Committee (either in-person or through e-consultation). It does not cover other corporate documents such as strategies, frameworks, circulars, action plans, or directives, which may also benefit from evaluation evidence.
