PURPOSE

The purpose of this KPI is to measure the percentage of critical emergency surge requests filled against total identified needs, indicating WFP’s ability to respond rapidly and effectively during emergencies. It covers temporary staffing solutions (internal deployments or external consultants, remote or in-person) aimed at urgent operational gaps. By focusing on surge-specific requests, it reflects WFP’s capacity to mobilise resources quickly and maintain continuity of critical operations

CALCULATION FORMULA

Result KPI = (∑ of surge requests filled/∑ of surge requests completed) X100

CALCULATION STEPS

  1. Identify Surge Requests Completed:

    Count all surge requests that have either been filled or considered unmet. Exclude open requests that are still under processing

  2. Count Surge Requests Filled:

    Total the number of surge requests where the selected candidate has been: Released for deployment, or Cleared for travel. It excludes requests that were cancelled or put on hold

  3. Apply the Formula

ASSUMPTIONS

  • Centralised processing: All critical surge requests are recorded and managed through the official HR corporate tool by the requesting office.

  • Status updates: When a candidate is not identified, the requesting office updates the request (e.g., revises requirements) rather than cancelling or leaving it on hold.

  • Scope and fulfilment: Request is considered filled only when fully met

LIMITATIONS

  • Dependence on timely and accurate data entry: Results rely on Country Offices submitting surge requests correctly and on time in the HR corporate tool.

  • Incomplete or delayed updates: If requests are not updated when roles are reviewed or requirements change, data accuracy may be compromised.
