PURPOSE

The purpose of this KPI is to measure WFP’s participation in formally recognized joint programmes undertaken with United Nations agencies, funds, and programmes, demonstrating WFP’s commitment to coherent, collaborative, and integrated UN system action. This KPI reflects the extent to which WFP contributes to collective humanitarian and development outcomes through shared design, implementation, and monitoring arrangements. It includes joint programmes documented and endorsed at country, regional, or global level—whether or not they involve direct funding—and captures initiatives advancing programmatic delivery, policy coordination, joint assessments, and technical cooperation. When applicable, it also reflects joint programmes articulated within the United Nations Sustainable Development Cooperation Framework (UNSDCF), indicating strategic alignment with UN systemwide priorities and adherence to principles of the UN Funding Compact

CALCULATION STEPS

  1. Define the reference period

  2. Confirm eligibility criteria: identify formally documented joint programmes

  3. Retrieve programme data: collect the list of joint programmes

  4. Verify joint programme status: ensure each initiative meets the definition of a joint programme (shared design, implementation, or monitoring; officially recognized; involving at least one UN partner)

  5. Count qualifying programmes

DATA SOURCE

Data is available from UN INFO (annual official updates) and WFP corporate systems, complemented by quarterly inputs from relevant HQ units and Country Offices to ensure accurate tracking of joint programmes

ASSUMPTIONS

  • Donor interest in joint programming is expected to remain stable or increase, in line with UN reform and the Funding Compact

  • Both funded and non‑funded joint programmes are consistently recognized and documented due to their strategic value

  • WFP corporate systems reliably provide quarterly updates needed for internal monitoring

  • Proper tagging and classification of joint programmes are applied consistently across units and Country Offices

  • Effective coordination is maintained between WFP HQ units and COs to validate joint programme information

  • Internal tools and processes are sufficient to supplement UN INFO and ensure full coverage of initiatives involving UN partners

  • No major changes occur in UN system definitions or reporting standards for joint programmes during the KPI period

LIMITATIONS

  • WFP’s ability to participate in joint programmes depends on external factors such as donor funding trends, RC/UNCT priorities, government endorsement, and timing of joint funding opportunities

  • Inter‑agency coordination dynamics may influence how roles, responsibilities, and visibility are assigned across UN entities

  • UN INFO only updates annually, which may lead to timing mismatches or incomplete visibility during the year

  • Internal data collection processes are still evolving, which may result in inconsistent identification or reporting of joint programmes across Country Offices

  • Government‑led coordination platforms may prioritize certain UN agencies, potentially limiting WFP participation independent of its performance or strategic intent
