TECHNICAL OWNER | Gender, Protection & Inclusion (GPI) |

UNIT OF MEASUREMENT & ANALYSIS | Number of women, men, boys and girls |
INDICATOR DEFINITION | This indicator measures the estimated number of women, men, boys, and girls with disabilities who receive WFP assistance in the form of food transfers, cash-based transfers, commodity vouchers, or capacity-strengthening support. It reflects WFP’s efforts to ensure inclusive access to assistance for persons with disabilities across age and gender groups. Below are some key terms for this indicator: Disability: WFP’s understanding of disability is based on the 2006 Convention on the Rights of Persons with Disabilities (CRPD), which considers disability to be an “evolving concept, resulting from the interaction between impairments and attitudinal and environment barriers” (CRPD Preamble) and persons with disabilities as “those who have long-term physical, mental, intellectual or sensory impairments which, in interaction with various barriers, may hinder their full and effective participation in society on an equal basis with others” (Article 1). The CRPD notes disability therefore as the result of the interaction between a person and their environment. Addressing disability thus implies action on both individual and environmental factors. |
MANDATORY COUNTRY-LEVEL INDICATORS & INCLUSION CRITERIA FOR APR AGGREGATION | Mandatory Country level Indicators composing the corporate APR indicator: A mandatory country-level indicator is included in the aggregation of the corporate APR indicator only if all the following conditions are met:
Only CO-level indicators meeting all criteria above are eligible for aggregation |
CALCULATION & AGGREGATION | To calculate this indicator, it is a simple sum of estimated beneficiaries reached, disaggregated by sex and age group (women, men, girls and boys). Note: Country Offices should specify the data source used to estimate the proportion of persons with disabilities among beneficiaries. Accepted sources may include: (i) data collected through the Washington Group Questions (WGQ) short set or equivalent disability assessment tools; (ii) official government statistics or nationally representative datasets; or (iii) application of the global disability prevalence estimate (16 percent) where no country-specific or program-specific data are available. The selected data source should be clearly indicated when reporting this indicator. |
