INDICATOR DEFINITION
This indicator measures the percentage of WFP Country Offices where at least 90% of people assisted perceive that WFP assistance is delivered in a safe, accessible, and dignified manner. The indicator reflects beneficiaries’ self-reported experiences and perceptions of safety, including SEA-related concerns captured through the country level indicator CC.1.1, as well as equitable access and respectful treatment throughout the assistance process.
Below are some key terms for this indicator:
Safe: Beneficiaries report no safety concerns related to the receipt of WFP assistance.
Accessible: Beneficiaries report no barriers to accessing WFP’s food and nutrition assistance.
Dignified manner: Beneficiaries report being treated with respect and fairness throughout the assistance process.
Sexual abuse: is actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.
Sexual exploitation: is any actual or attempted abuse of a position of vulnerability, differential power or trust for sexual purposes, including but not limited to profiting monetarily, socially or politically from the sexual exploitation of another.
Free from SEA concerns: Beneficiaries report no safety concerns related to Sexual Exploitation and Abuse (SEA) in connection with their engagement in WFP programmes or receipt of WFP assistance. (This is captured through country level indicator CC.1.1, which measures the percentage of beneficiaries reporting no safety concerns, including SEA-related concerns.)
MANDATORY COUNTRY-LEVEL INDICATORS & INCLUSION CRITERIA FOR APR AGGREGATION
Mandatory Country level Indicator(s) composing the corporate indicator:
If one sub-indicator is missing, the composite score is calculated using the remaining two sub-indicators.
If two or more sub-indicators are missing, the country is excluded from the corporate-level aggregation.
Inclusion criteria for Mandatory Country Level Indicator(s):
The mandatory country level indicator is included in the aggregation of the corporate APR indicator only if all the following conditions are met:
A follow-up value is set for the reporting year for each disaggregation category/sub-groups.
This APR composite indicator will be reported against Country Offices with Tier 1 beneficiaries only.
CALCULATION & AGGREGATION METHODOLOGY
The indicator aggregation has a two-step aggregation process both carried out by Global HQ:
Step 1: Country level aggregation
Each country office with tier 1 beneficiaries reports the three sub-indicators (safety, accessibility and dignity) disaggregated by sex.
For each country and each group (women and men):
Calculate the average of all measurements for each sub-indicator by sex.
Then, calculate the composite score by taking the average of the three sub-indicators averages:

Repeat this calculation for men, resulting in two sex-based composite scores for each CO
Step 2: Corporate aggregation
This indicator has both a numerator and a denominator.
Numerator: Count of number of country offices where the CSP-level average is ≥90%.
Denominator: Total number of WFP eligible country offices

This calculation is repeated independently for women, men, and total people, with the results expressed as a percentage.

LIMITATIONS
The indicator is based on beneficiary perceptions, which are subjective and may be influenced by social desirability bias or reluctance to report negative experiences, particularly in relation to sensitive issues such as safety and Sexual Exploitation and Abuse (SEA).
Underreporting of protection concerns, including SEA, may occur due to fear of retaliation, stigma, or lack of trust in reporting mechanisms; therefore, high scores do not necessarily indicate the absence of risks.
The indicator aggregates results across sub-activities and operational contexts at country office level, which may limit comparability across countries.
While data are collected and may be reported disaggregated by sex at country level, these values are not fully comparable at corporate level, as they may reflect different populations, contexts, and sample compositions.
The use of a threshold-based classification at country office level (≥90%) simplifies performance into a binary outcome and may mask variations in beneficiary perceptions within and across country offices.
