INDICATOR DEFINITION

This indicator measures the percentage of WFP Country Offices where at least 80% of people assisted report receiving accessible information about WFP programmes, including information related to Protection from Sexual Exploitation and Abuse (PSEA) . It reflects beneficiaries’ perceptions of how effectively WFP communicates programme details, supporting transparency, accountability, and informed participation.

Below are some key terms for this indicator:

Accessible information: WFP should disseminate information through a range of inclusive and accessible communication channels identified by affected populations through consultations. For example, community radio, community gatherings, community feedback mechanisms, focus group discussions, posters, and notice boards.

Moreover, to be accessible, information needs to be understandable and perceived as clear by a range of different groups, irrespective of their age, gender, ability, and literacy level. Accessible information gives people the right to make informed decisions and act accordingly. At a minimum, the information provided should include the following elements:

• Who is included: beneficiaries demonstrate that they understand the eligibility criteria for receiving WFP assistance.

• What people will receive: beneficiaries declare that they are aware of their entitlements and can determine that they received the appropriate assistance.

• How to report misconduct, including PSEA: beneficiaries are aware of their right to report staff misconduct without repercussions, and how to do it.

• Information is easy to understand: beneficiaries report whether the information is clear, and easy to understand.

Sexual abuse: is actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.

Sexual exploitation: is any actual or attempted abuse of a position of vulnerability, differential power or trust for sexual purposes, including but not limited to profiting monetarily, socially or politically from the sexual exploitation of another.

The mandatory country level indicator is included in the aggregation of the corporate indicator only if the following conditions are met:

• The country office has tier 1/direct beneficiaries.

• A follow-up value was reported for the reporting year across all disaggregation category/sub-groups

METHODOLOGY

This indicator is calculated three times using the same formula per disaggregation (women, men, total). The formula has a numerator and a denominator, based on the results from the country level indicator:

Numerator: Count the number of WFP country offices where the country level indicator reaches the threshold (where ≥80% of beneficiaries report that they were provided with accessible information about programmes).

Denominator: Total number of WFP applicable country offices

This calculation is repeated independently for each disaggregation category, and the result is expressed as a percentage.

LIMITATIONS

• The indicator is based on beneficiary perceptions, which are subjective and may be influenced by response bias or social desirability.

• Sensitive aspects of information provision, including awareness of reporting mechanisms for Sexual Exploitation and Abuse (SEA), may be underreported due to fear of retaliation, stigma, or lack of trust, leading to potential overestimation of performance.

• The indicator aggregates results across sub-activities and contexts at country office level, which may limit comparability across countries.

• While data are collected and may be reported disaggregated by sex at country level, these values are not fully comparable at corporate level, as they may reflect different populations, contexts, and sample compositions.

• The use of a threshold-based classification (≥80%) simplifies results into a binary outcome at country level and may mask variations in access to information within and across country offices.
