UNIT OF MEASUREMENT & ANALYSIS | Number of medical and security evacuations |
DEFINITION | This indicator measures the number of times a timely evacuation of a person (as defined below) was undertaken by World Food Programme (WFP) United Nations Humanitarian Air Service (UNHAS). Below are some terminologies related to the indicator: Timely: Services provided on agreed specific date with requesting user. Most of the cases these evacuations are conducted on a requested date, based on their highest priority (over any other flights/missions), therefore ‘timeliness’ is understood to be inherent in the number of medical and security evacuations performed. Medical and Security evacuations: A Medical Evacuation is the emergency transport of a person, usually by air transportation, to the location with the closest health care facility, such as a hospital or clinic. Security Evacuation means the extrication of a person from an area of conflict or hostility due to risk of grave harm or death. |
RATIONALE | The WFP UNHAS, provides safe, efficient, and effective air transport services for humanitarian and development actors, facilitating the implementation of humanitarian operations and ensuring access to affected populations in hard-to-reach areas. Therefore, WFP plays a critical role as an enabler of humanitarian work beyond food assistance. Tracking the number of timely medical and security evacuations in the country enables WFP to better manage, monitor and report on the performance and improve services. This information may be reported in the briefing reports with stakeholders such as UN agencies, NGOs and donors. |

INDICATOR CALCULATION FOR REPORTING | The indicator is calculated through a simple count of the passengers evacuated by UNHAS for medical and security reasons. |

PLANNED FIGURES | Planned values of the reporting year are set annually against the detailed indicator, along with other years of the CSP/ICSP. These values should be planned in the COMET Other Output Plan (OOP) and must be established during the first quarter of the first year of CSP/ICSP implementation. Additionally, planned values are captured in the partnership and/or field‑level agreements, with a focus on the reporting year. Planned values are typically based on actual values from previous year(s), taking into account trends, expected changes in operational context and users demand. For subsequent years of the CSP/ICSP, planned values may either be marked as ‘no data’ or, if initially planned, should be reviewed and updated during the first quarter of the current reporting year. |
FREQUENCY OF DATA COLLECTION | Data is collected on a continuous basis. Data compilation for corporate reporting is conducted once a year or for the specified reporting period. Hence, this indicator should be reported in COMET completion reports monthly/annually. |
INTERPRETATION | This indicator measures the number of times an evacuation was undertaken by UNHAS. A higher value reflects increased use of UNHAS emergency extraction services and/or rising medical or security needs in areas served. A lower value may reflect fewer incidents, improved local access, or constraints on UNHAS capacity. Interpret trends only with contextual information (security incidents, health outbreaks, flight availability). |
REPORTING EXAMPLE(S) | In 2025, UNHAS CAR performed 36 medical and 197 security evacuations for its users. |
