APPLICABILITY

The selection of this indicator is recommended against the following sub-activities in CSP logframes. Selection of the below sub-activities will NOT trigger in COMET the mandatory selection of this indicator:

UNIT OF MEASUREMENT & ANALYSIS

Number of trucks

DEFINITION

Upon request, WFP HQ provides trucks for food deliveries, as well as fleet related services and staffing support under the Global Fleet Service Provision scheme to Country Offices. This indicator measures the total number of trucks deployed under this scheme in response to humanitarian needs.

Below are some terminologies related to the indicator:

Trucks Deployed

Dedicated trucks positioned to the area of operations, ready to perform cargo transport in affected areas.

Global Feet Service Provision

Provision of services to country offices with dedicated trucks made available by Global Fleet WFP.

Humanitarian Needs

Requirements of humanitarian community during response to humanitarian crisis.

RATIONALE

The indicator reflects the lack of commercial transport solutions to support WFP operations due to security or access concerns. Global Fleet trucks are only deployed to country offices following a thorough market assessment in the countries, after ensuring that no reliable local transporters can be identified; or the outcome of market assessments, which show that commercial transport prices are significantly higher, leading the organization to reply more on its more cost-efficient internal fleet.

DATA SOURCE

Global Fleet uses the corporate fleet management system FleetWave as data source for all fleet related indicators, including the number of trucks.

INDICATOR CALCULATION FOR REPORTING

The indicator is calculated by summing up the number of global fleet trucks deployed to WFP operations in a given reporting year.

DATA ENTRY AND DISAGGREGATION IN CORPORATE SYSTEMS

Actuals are reported in the COMET system through the completion report/s, under the section for actual data (implementation module).

The output indicator consists of one detailed indicator. Country Offices (COs) should select this detailed indicator:

  • H.19.1 Number of global fleet trucks deployed to WFP operations

In addition to this, each detailed indicator can be collected in COMET by:

  • Geographical location

  • Sub-activity

N.B. Planned/Actual values cannot be aggregated across different locations and/or activity tags.

PLANNED FIGURES

Planned values of the reporting year are set annually against the detailed indicator, along with other years of the CSP/ICSP. These values should be planned in the COMET Other Output Plan (OOP) and must be established during the first quarter of the first year of CSP/ICSP implementation. Additionally, planned values are captured in the partnership and/or field‑level agreements, with a focus on the reporting year.

For subsequent years of the CSP/ICSP, planned values may either be marked as ‘no data’ or, if initially planned, should be reviewed and updated during the first quarter of the current reporting year.

FREQUENCY OF DATA COLLECTION

Data on this indicator is captured monthly by regional bureau’s supply chain management and annually through Supply Chain Global Fleet Annual Report.

This indicator should be reported annually in COMET completion reports.

INTERPRETATION

If the indicator shows an increase, it usually relates to an escalation in current emergency settings, or a new emergency, leading to an increased need in trucking capacity. Additionally, an increase could indicate that WFP is expanding its internal fleet because it is more cost‑effective than the commercial sector.

A decrease in the indicator would usually indicate an increase in the availability of commercial transporters in the country/region where Global Fleet trucks are being deployed.

LIMITATIONS

There are no major challenges in measuring this indicator. As long as the Global Fleet unit is correctly registering newly purchase assets in the system, and deregistering disposed assets from the system, the indicator is reflecting the correct count of trucks.
