UNIT OF MEASUREMENT & ANALYSIS | Number of destinations |
DEFINITION | This indicator measures the number of destinations (defined as individual cities, towns, villages, or landing locations) WFP has provided air transport service to during the reporting period. It reflects coverage of aviation field operation services in the country. Every location or destination has distinct coordinates and assigned name recorded in the Flight Management Application (TakeFlite). There can be several destinations in one common operational area. |
RATIONALE | Identifying the number of destinations/service locations served in an air operation enables WFP aviation field operations to track where services within country are available to United Nations staff, international and national NGOs, the diplomatic community, and other eligible actors using WFP aviation service, which facilitates the implementation of humanitarian operations and ensuring access to affected populations in hard-to-reach areas. It supports the effective coordination of a humanitarian response, strategic and operational gap analysis, planning, and assessment. |
DATA SOURCE | This data is manually recorded by the aviation field operation. Additional source for data validation could be Booking Hub, Performance Management Tool (PMT) and Flight Management Application (TakeFlite). The aviation team usually using simple tracking sheet. |
INDICATOR CALCULATION FOR REPORTING | The indicator value is a manual count of the number of both regular destinations, and ad hoc destinations served by the CO aviation field operation. The indicator is calculated based on the approved weekly UNHAS schedule, and destinations where ad hoc (any special or dedicated) flights were performed. A destination must be counted only once and only if an actual flight to that location took place during the reporting period. |
DATA ENTRY AND DISAGGREGATION IN CORPORATE SYSTEMS | Actuals are reported in the COMET system through the completion report/s, under the section for actual data (implementation module). The output indicator consists of one detailed indicator to capture the number of destinations/locations served by WFP during the reporting year.

N.B. Targets/Follow-up values cannot be aggregated across different locations and/or activity tags. |
PLANNED FIGURES | The planned values for the reporting year are set annually for the detailed indicator, along with the other years of the CSP/ICSP. These values should be planned in the COMET Other Output Plan (OOP) and must be established during the first quarter of the first year of CSP/ICSP implementation. Additionally, planned values are captured in the partnership and/or field‑level agreements, with a focus on the reporting year. Planned values are typically based on actual values from previous year(s), taking into account trends, expected changes in operational context and users' demand. For subsequent years of the CSP/ICSP, targets can either be marked as ‘no data’ or, if initially planned, should be reviewed and updated during the first quarter of the current reporting year. |
FREQUENCY OF DATA COLLECTION | Data is collected in PMT, TakeFlite and Booking Hub on a continuous basis. Data compilation for corporate reporting is conducted once a year or for the specified reporting period. Indicator reporting of actual value in COMET completion reports can be conducted monthly, with specific aggregation requirements, or annually. |
INTERPRETATION | Change in the number of destinations/locations served by WFP aviation field operation may indicate change in the user agencies demand, a scaling-up or scaling-down of the humanitarian response and intervention. It may reflect reduced capacity of aviation field operation to meet users’ demand and provide access to hard-to-reach areas for the humanitarian community. |
REPORTING EXAMPLE(S) | In 2025 WFP aviation field operation in Somalia served 19 regular and 6 ad-hoc destinations. |
